Why won't this thing work?

While playing in the yard at my grandparents Cooper was tying with all his might to get a drink of water. As you can see he could not figure out how to get the water in his pitcher.he could hear it hitting the bottom, and he thought it was filling up
still no water............."where did it go?"
maybe if I tip it just a little bit more......
